Concern about grid reliability is getting more attention at the highest levels on Capitol Hill. Congresswoman Cathy McMorris Rodgers, Chair of the House Committee on Energy and Commerce, and Congressman Jeff Duncan, Chair of the House Subcommittee on Energy, Climate, and Grid Security, are among the most recent to express concerns about reliability. In an April 26, 2023, letter to the Federal Energy Regulatory Commission (FERC), McMorris Rogers and Duncan asked the commission to answer several questions, including:
- Do current market rules allow dispatchable, on-demand generation resources the opportunity to recover sufficient revenues to continue to operate in the RTOs/ISOs?
- What policies, whether federal, state or market rules, prevent sufficient resource adequacy in RTOs/ISOs necessary to power the grid 24/7/365 regardless of the weather?
Chairs McMorris Rodgers and Duncan have requested a response by May 10, 2023.
